Denis Dzyubenko, SiGMA CIS Director, voted to sit on the Expert Advisory Council of the Gambling & Lottery Regulation Commission of Ukraine

His knowledge will bring exceptional expertise and advisory knowledge to the board of commission members in the CIS region

Denis Dzyubenko, CIS Director at SiGMA Group, has just been voted to sit on the Expert Advisory Council of the Gambling and Lottery Regulation Commission. After seven years in gambling industry, Dzyubenko knows the industry inside out. He will bring exceptional expertise and advisory knowledge to the board of commission members to maximise value in decision making.
 
The Expert Advisory Council of the Gambling and Lottery Regulation Commission is a permanent advisory body formed of experts. The main aim of this board is to prepare advisory recommendations and propositions to provide key directions in order to develop the government’s gambling regulations.

The board also intends to address the organisation and activities of the Gambling and Lottery Regulation Commission, to determine compliance control guidance and methods and to enforce and improve propositions in respect of the gambling and lottery laws, to discuss and examine the most critical issues related to the formation and implementation of the national gambling and lottery policies, and to supply an expert opinion on Ukraine's gambling and lottery reforms.

According to KRAEL'S decision taken on December 17 2020, the Board of the Council of Experts Advisors to the Gambling and Lottery Regulation Commission is:

5. Tetiana Tyshchenko, Partner at "Asters" Law Firm
6. Alina Plyushch, Partner at "Saenko Kharenko" Law Firm
7. Mario Galea, Principal Consultant at "Random Consulting" 

The Council is established in accordance with part thirty-one of the article seventh of the Law of Ukraine "On state regulation of activities related to the organization and conduct of gambling".

The Council in its work is guided by the Constitution of Ukraine, laws Of Ukraine, acts of the President of  Ukraine and the Cabinet of Ministers of Ukraine, normative legal acts of Commission of Regulation of Gambling and Lotteries (KRAEL)*

Tasks and functions of the Council:

-Participate in the discussion of draft regulations, which are developed and (or) considered by (KRAEL)*

-Development of proposals for state regulation economic activity in the field of organization and conduct of gambling and lotteries.

-Expanding the interaction of (KRAEL)* with business entities activities in the field of organization and conduct of gambling and lotteries.

-Carrying out the analysis of a condition, problems and tendencies of development of gambling and lotteries industry, forecasting and planning processes in this area.

-Providing expert advice on determining the directions of the main one of the development of state policy in the field of gambling and lotteries.

-Providing consulting and expert opinions on projects regulations in the field of gambling and lotteries.

-Analysis of global trends in the development of gambling and lotteries.

-Making proposals to improve areas of implementation state policy in the field of gambling and lotteries.

-Implementation of cooperation with relevant international organizations and foreign state regulations in the field of gambling and lotteries.

-Ensuring cooperation with consulting and expert councils of state authorities and local self-government, as well as other advisory entities of (KRAEL)*
